Passenger rail transport: carrier’s liability and passengers’ rights – Regulation 1371/2007
The Commission communication “Interpretative Guidelines on Regulation (EC) No 1371/2007 of the European Parliament and of the Council on rail passengers’ rights and obligations” was published in the Official Journal of the European Union of Saturday 4th July 2015.
Regulation (EC) No 1371/2007 of the European Parliament and of the Council of 23 October 2007 on rail passengers’ rights and obligations entered into force on 3 December 2009.
The purpose of the Regulation is to safeguard rail passengers’ rights in the Union, especially in the event of an interrupted journey, and to improve the quality and effectiveness of rail passenger services, in order to increase the share of rail transport in relation to other modes of transport.
These guidelines are intended to tackle the issues most frequently raised by national enforcement bodies, passengers and their associations (including persons with disabilities and/or reduced mobility, and associations representing the interests of these persons), the European Parliament and industry representatives.
In this Communication, the Commission provides additional explanations for several provisions contained in the Regulation, together with guidance on best practices.
