The European Commission has presented preliminary insights of a study that provides a comprehensive, up-to-date overview of the state of play regarding the “user pays” and “polluter pays” principles, by assessing the external and infrastructure costs of different transport modes and comparing them with the taxes and charges paid by transport users.
